The USAPE is an association established in accordance to the French law of 1901 (related to associations) whose purpose is to create a dialogue between member councils in order to study problems encountered by craftsmen, in particular, trades and small businesses, in general, and the defence and promotion of the interests of the craft industry. In this capacity the USAPE of Haute-Corse is an interprofessional organisation dedicated to actions, representation, information and expression of the craft industry. The USAPE, an association of employers whose members pay a yearly fee, is run by a Board of Directors which includes all the presidents of the department councils and an Executive Board.
All the trades are represented through three major confederations affiliated with the UPA (Union Professionnelle Artisanale) :
The CAPEB ("Confédération Artisanale des Petites Entreprises du Bâtiment" - Confederation of Small Building Business Trades)
The CNAMS ("Confédération Nationale de l'Artisanat des Métiers de Services" - National Confederation of Service Business Trades)
The CGAD ("Confédération de l'Alimentation de Détail" - General Confederation of Food Retailers).
The USAPE offers its members the following services :
1. Legal, economic and tax assistance.
2. Specialised information for each type of business dealing with social legislation and different regulations, in particular.
3. Specialised documentation.
4. Training proposals for company directors, their spouses and employees.
5. Targeted economic activities on behalf of the craft industry.
As a representative of this sector of activities, it defends its members to the different authorities (Social Security, URSSAF, RAM, ASSEDIC, CAF, Tribunal des Prud'hommes, etc.). As a result of its privileged position in relation to the authorities concerning the craft industry, the Trade Association Union is a political arm whose only purpose is to defend the interests of trade businesses.
